That depends, if you want to keep something one color, and it's all one color, you can use the magic wand selector and hit Invert, which would select everything around it, and make that black and white. If its not all one color, that wont work. What you could try doing is making big chunks of the background black and white, using maybe the rectangle selector or something until you have almost all of it black and white. When you get to the edges and you cant use the big selectors anymore, you could then use the magic wand selector on the chuncks that still need to be black and white.

I would think that it depends on the picture you're working with actually. Different pictures look better a different way. Like a picture with too much orange, would obviously make whoever is in it look like an oompa loompa if you used anymore orange, or a smurf if it's too blue and you used blue.
Light and dark depends on the brightness and contrast of the picture.
But either depends on how YOU prefer them, not other people, unless you're making something for someone, or you make your graphics for the sole purpose of others using them and not for yourself. Just go with what you like I guess.

Well, it depends, you don't ever want to go "too" ____ ever, you can make any coloration work. Maybe you should make different variations and see which you like best... or you can just be awesome like me and not make up your mind...

Personally?
I prefer too blue and orange.
Blue/orange is very much in vogue in icon making right now, as a combination, or indeed as separates. You probably knew that xD
Too light rather than too dark, again personally, because then at least the image is visible.
Don't ever think you can get "too" something. Because, as an icon maker, I really suck at that. I almost never use extremes (although I am very much improving on that).
But there is basically no rule of icon making. If you have LJ, you're gonna be very aware of current trends and all that.
