I don't think you mean Photoshop, do you?
You mean program. It depends on what you want it for for how much you are willing to invest.
PhotoFiltre is free but there are not many resources for it and it is not widely used.
GIMP is also free and I'm hearing good things about it, but still there isn't a huge scope for it.
Paint shop Pro is much cheaper than Photoshop, but it doesn't have all the capabilities that photoshop has.
Adobe Photoshop CS2 is the very best image editing professional software you can buy. But also very expensive.

^ it depends on what you open. i've had the same problem. i tired opening on picture and that happened but if you try another it should work

Its because the filters in some of the menus are available only in 16 million colors without the transparency option because most of them recompute and modify the colors. For example, they are disabled for GIF images and images in indexed colors mode. Thats why you have to click that and switch it to RBG color mode.

I dont have photofilter. . . umm is there somewhere i can download it from. . . I proberly won't get it, but hmm, who knows. .

As I recall Phtoshop Elements does not have some types of layer adjustments like curves or color balance; I'm sure some types of layer blendings are missing, but I might be wrong. If you know your program well enough, you could be able to make anything you want.
