Yes the Burn tool over them in Photoshop.

My diagnosis is a lighter dark blue exclusion layer, coupled with radioactive blue selective colouring layers with the magenta slightly descreased to give the green/cyan tint.

So , in various tutorials I've encountered the term "raster layer". What is that, a solid colour layer?
And how do I do it? In my photoshop I'd only have options for "red, yellow, blue," etc, but I couldn't find the place to choose the exact hue.

Just a new blank layer Mr. Green

Go to Layer - New - Layer

AFter you do that, you can use the circle selector and put a layer over it on low opacity and run the blur tool over it so it isn't so pixelated.
