I was going to say the same thing...pretty much anyway. It's a tattoo. No one has ownership of it.

my chemical romance is a very good band..but my fav album is three cheers for sweet revenge i think it's amazing and very very good..though welcome to the black parade is very good too

Admittedly, its not an original idea, but damn, I'd do it! Tattoos are an individual thing; they can represent many things and theres obviously a lot of love there to have Frank's autograph as a permanent fixture.
I had a line from 'Good Riddance' tattooed on my arm; it shows my dedication to the band but means more on a personal note.
So kudos to you! Its fucking sweet. The best bit is she even told Frank what her intentions were and he seemed cool with it.
