It should be all. If carriers aren't vaccinated either, then the whole thing becomes pointless.

Because (some) parents are moronic. Even then, what if her husband didn't wait until he was married and now carries the virus. It's just stupid. And the number of girls who save themselves for marriage is signifigantly lower than the number who don't, so parents who think like that chances are will have no idea their daughter is having sex because she won't want to tell them and she won't get the protection she needs.

That hits the nail on the head. I can't believe how dumb some people can be..."oh how dare they they have no right..." but seriously wouldn't it be better to be safe then sorry? I know a girl that got raped when she was 6 and contracted a virus and those people are lucky to be getting it
So they see the vaccine as an insult to their daughters purity and innocence, I assume. That is a bit...stupid, really. Is going to school an insult to your kid's intelligence and ability to learn on his/her own? No. Is drug education an insult to the kid's sense of judgement? No. Is the polio vaccine an insult to the kid's immune system? Or how about the hepatitis medicine?
I'm currently going through the vaccine . . . and my younger sister as well. (It's actually one of the most painful shots I've had, but just stingy really..)
I don't know about making it mandatory, but why not I guess.

LINKED TO CERVICAL CANCER. CANCER IS ALL TOO COMMON RIGHT NOW, AND ANYTHING THAT IS USEFUL IN DEFEATING IT SHOULD BE USED.
