That's really subjective, I think, since each album has its own style.
But I think 'Tell All Your Friends' is more "classic" TBS. When I think of TBS, I think of TAYF and 'Cute Without The E'. It's the only album of theirs I instantly fell in love with.
But 'Where You Want To Be' is a close second, I love it to death. However, I really didn't like it very much at first.

Long story short.. get both. :]
