They aren't.
It's more of an orange-y color. Of course, the book describes all the weasley's as having fire red hair, but the Phelps twins play Fred and george so well I don't really focus on the hair. |

They're natural hair color I believe is a Dark brown. |

bright orangish/redish hair.
But, the actors hair must just look blonde...their hair is kinda like bright blondish/orange. Weasleys have bright red hair in the book. In the film their hair is blond-orange-redish whatever and the Phelps brothers natural hair is dark-brown.
