Outsider song meaning

This is a cover of a Ramones song from their album Subterranean Jungle released in 1983. Aside from Shenanigans, Green Day's version of the song also appears on the soundtrack of The New Guy movie and the Ramones tribute album We're a Happy Family which came out in 2003.
