people hadn't accepted he was back until the end of book 6 so he was less likely to be able to have attacked hogwarts without being under siege by the ministry, if he was scared enough to leave the ministry of magic when the calvary arrived he's hardly going to attack hogwarts just yet, he's not powerful enough for anything larger than terrorist attacks yet

the war is going to start pretty quickly into the 7th i think.
